If you are trying to go to Culebra Island, your best bet will be from Vieques with Vieques Air Link as a commercial airline, as for charters for a maximun of 3 people try with Taxi Aereo is around $180.00 the cost of the total flight.
If you are looking into a Luxury Experience Charter Services, check on Air America Caribbean. The most commercial one is Capeair from the San Juan International Airport (SJU)
